Pollux Core Fragment C is located on the path just right from the mistle in Celestial Ice Prison. You'll see it shimmering to your right, trying to distract you from how to get to it. To your left you'll see icicles you can break and get past, leading to a safe path where you can fill out more of the map, and get to the fragment.
